On April 28, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 28th executive meeting of the provincial government. The meeting focused on studying and implementing the spirit of the important speeches made by General Secretary Xi Jinping at the symposium on boosting the development of China's western region in the new era and during his inspection in Chongqing, as well as the spirit of relevant central meetings, implementing the requirements from the meeting of the Standing Committee of the CPC Sichuan Provincial Committee, and studying work on ecological and environmental protection, handling of suggestions and proposals, promoting large-scale equipment renewals and trade-in of old consumer goods, and other aspects.
The meeting emphasized: it is necessary to resolutely implement the important requirements of the CPC Central Committee to further form a new pattern of greater protection, openness, and high-quality development in the western region, focus on developing new quality productive forces, and adhere to fostering characteristic and advantageous industries as the main direction of development; it is necessary to highlight greater protection, persistently emphasizing high-level protection to underpin high-quality development; it is necessary to accelerate the construction of a strategic highland for opening up to the west and a new base for participating in international competition, persistently promoting greater development through greater openness; it is necessary to comprehensively improve security capabilities, coordinating efforts to ensure both development and security; with a focus on improving people's well-being, it is necessary to consistently advance the synergistic integration between the new type of urbanization and all-round rural revitalization; and it is necessary to make concert efforts to promote the high-quality development of areas with large ethnic minority populations, persistently forging strong sense of community for Chinese nation.
The meeting stressed that we should robustly assume the responsibility of a province situated in the upper reach, adopt a determined attitude and take robust measures to ensure the thorough and complete rectification of the problems exposed in the 2023 ecological warning film about the Yellow River basin, and additionally, draw profound lessons from both provincial and external experiences, thoroughly identify and rectify similar and derived problems, and resolutely stop the blind development of energy-intensive projects with high emissions and backward production capacity. Efforts should be focused on addressing both symptoms and root causes while employing a systemic strategy, to transform the Yellow River into a cornerstone of prosperity and well-being for the people.
The meeting listened to a report on the provincial government's acceptance and handling of suggestions from national and provincial People's Congress deputies, as well as proposals from CPPCC members, for the year 2024. The meeting underscored the need to elevate the handling of suggestions and proposals from a level of political significance, advance the institutionalization of oversight functions on a regular basis for greater efficacy, deepen achievement conversion, and effectively translate the valuable insights from deputies and members into tangible policies and decisions, thereby consolidating efforts to write Sichuan's chapter on Chinese modernization.
The meeting deliberated and approved the Sichuan Provincial Action Plan to Promote Large-scale Equipment Renewals and Trade-ins of Consumer Goods and stressed that we should seize this major opportunity and intensify efforts to establish a recycling system that not only motivates but also facilitates replacements, along with ensuring environmentally sound and secure recycling processes. The approach entails proactive initiation, solid implementation, and long-lasting efficacy. We need to implement this intricate systemic initiative in a concrete and refined manner and ensure these endeavors benefiting a multitude of households are effectively managed, so as to transform national policy dividends for tangible results as soon as possible, guarantee that the people genuinely benefit and are satisfied, effectively stimulate consumption and boost investment, and thus lay a robust foundation for fulfilling the year's objectives and tasks.
The meeting deliberated and approved the Sichuan Provincial Science and Technology Incentive Scheme. It was decided to incentivize cities, such as Guangyuan and Nanchong, for their concrete actions and remarkable achievements in provincial road and waterway development during 2023.
